we air traveled a ton with our kids under 1 year and i found the 6 month trips were the ones that required the least distraction. they just sort of slept, drank their bottle and hung out. i did bring sophie and some other similar toys, but beyond that nothing really made sense if i couldn't strap it to the car seat bc then it just would have ended up on the airplane floor.
We've traveled by air a few times with LO and brought some of her favorite toys that make the least amount of noise: the o-ball, basic links, a rabbit puppet, soft page books (where the pages are fabric over that crinkly paper), and various rattles.
The links are great to attach to toys so you can hold onto one end and keep them off of the floor. Keep in mind that the sound of the rattle & crinkle toys pretty much fades into the background due to the overall airplane noise.

Thank you for the suggestions! She is pretty good about hanging out on my lap, but will not sleep in public most of the time. Do you recommend the window or aisle seat?
If you have an iPhone or iPad, Fisher Price makes waterproof cases for them and has some apps that are good for kids that age, soft books, plastic links, toy keys and cell phone, and rattles/shakey toys that aren't too noisy are all great.
We liked being in the window seat because DS liked to look out, if he fell asleep, it was nice to be able to lean up against the wall, and I felt like he was less likely to be a distraction to other passengers from the window seat.
I take DD's favorite toys (we don't have any obnoxious ones) out of her toy box a week before we fly and those are what she gets to play with. She gets one toy at a time and if it's a long flight I may bring a few new books for her too.
