Winter boots

Do winter boots for kids come in sizes smaller than 5? G is wearing a size 3 shoe right now - and they're a little big. All boots I have seen start at size 5, though. Am I looking in the wrong places?

I am in the WA OR area where we need rain boots year round and I'm having a hard time finding rain boots....I haven't checked winter boots yet. My guess is you can find them online, but they may be the soft bottom winter boots that look like slippers instead of the hard bottom.

I got DS some rain boots but they are in a size 7. He isn't walking yet so I figured he will need them more for January through May. I also figured that daycare could always just slip his feet into them shoes and all. DS is wearing the size 12-18 Robeez which is size 4.5-6. For general warm boots we got him these Robeez:
