I thought DS1 qualified for OT/ST/PT but so far we've only had calls from the SLP and PT. We also have an appt with the developmental inteventionalist. What does she do? Is OT encompassed in her services?

In WV you had to have two therapists if you were enrolled in EI. P had a PT and didn't really need OT at the time so we had a developmental therapist. He just checked on things like imitation, pretend play, etc.
That is the only therapist M has no in EI, we just dropped OT and she isn't ready for ST so they are supposed to help with her language foundation, etc.
Some people are cross trained/semi cross trained though. However, I would not expect a developmental therapist to do the same things as an OT.
