With both of ours, they rocked on all fours but the big clue was being able to get from laying down to sitting on their bottoms. That was very close in time to crawling for both of them -- I don't know if it's the muscle development or what. Both of mine also kind of scooted themselves backwards while trying to figure out the crawling motion, which ended up in them getting stuck under furniture (which I found hilarious but made them mad!).
