I'm an attorney. To meet with a recruiter I would wear whatever. I might mention that I know I'd have to wear a suit when I went to an interview.

It might be overkill, but I'd wear a suit- just be sure to wear something under your jacket that could stand on it's own if you decide to ditch the jacket.
While a recruiter isn't the same as an employer, they are the go-between in presenting you, and since they get a commission for candidates placed, they're probably going to submit the strongest candidates first and play them up the most. If you give them the impression of being very professional and taking their time seriously, I think they'd want to work harder for you.
