Ds is 13 no and still doesn't sleep through the night. I think he isn't comfortable. He tosses and turns and moves around his crib until he gets settled in at night takes like 25 min and then he is up a few times at night. We are using a hand me down crib and mattress I have a waterproof pad down then a full cotton encasing thing then a fitted sheet on top. Is it possible the mattress just isn't comfy for him? In going to try to flip it tomorrow and it that doesn't work, buy a new mattress or a mattress topper? They make memory foam toppers for crib but do you think it's a SiDs risk at his age?

I know that for SIDS-prevention, they recommend a firm mattress with no added padding, pillows, etc. until I think a year old- maybe ask your pedi if it's ok now.
I know my guy used to take awhile to settle down, and what helped us was to have a bedtime routine of bath, reading several books in a dim room, and then bed. We also try to avoid any activity that gets him worked up too close to bedtime.
