Don't know how long they've been at it but it takes time. My LO has been at daycare for just over a month. First week he was fine - happy to go. Second week he cried every day at morning drop-off (broke my heart) - since then it's been great. He is excited to see his daycare provider and the other LO she looks after etc.
At least your little girls are there together - that must give them some comfort.
We put DD in a couple of weeks ago. Technically she just started her first week. Two weeks ago she did 2, 2hr days and then the following week 2 full days. She was miserable. She just wanted to leave the room, she didn't care if I was holding her, she just pointed to the door and wanted to go with anyone who was leaving. I was told that it can take up to 2 months, but I am happy to report that this morning after day 3 this week she was all smiles going into the room.
We started daycare full time about a month ago. He went through the summer once a week a couple of hours at a time to get used to it. The infrequent visits were incredibly hard, he was going through horrible seperation anxiety.
When he started going fulltime he got used to it. He still wimpers when he sees the babysitters home, but when she opens the door he is happy to see her.
It takes time and adjustment, my nephew pitched a fit for an entire year, but as soon as mommy left was a happy and adjusted kid.

I think it helps that we went there and visited a few times before I left her. She also really likes all of the toys and can hardly stand it when I drop her off b/c she wants to play with them so bad.

my daughter started in June
week one she cried off and on all day.
week two she cried at drop off and while we were even approaching the place and for a little while after
week three cried at drop off
and week four it stopped.
It takes a little while. She was 16 months when she started.
