At 13 I was responsible to get myself to bed. If it got really late my mom would say something, but I no longer had a set bed time. If I was tired the next day I knew that meant I had to go to bed earlier.
By that age, I believe I no longer had a bedtime, but the rule was that I had to get myself up and ready. If I overslept, a bedtime could be implemented.

This is also kinda how my mom had it set up. She always said by 10, but she meant I had to be home from engagements and friends' house by 10 and then I was responsible from there. I was also in charge of getting myself up and to the bus stop on time. It's a teenager, no amount of set bedtime will actually make them sleep on time.

You know your kid best.
We had a similar policy. I think it's a nice way to introduce responsibility with the caveat that if they screw up then you're taking the reins.

Same here. Except that I won't be forcing a bedtime, but you better believe there will be one heck of a wake up call. Staying up too late wouldn't last.
If it was Abigail, I'd say that she needed to be in her room at 9:30. Lights out at 10. But we all say potentially dumb things about our kids before we're in that situation... So, who knows.
But on Friday and Saturday night, heck, stay up till morning.
I think a 13 year old still needs a bedtime. I'd tell him he has to be in his room by 9:30, lights out by 10 at the latest. This gives him the opportunity to read, play a game, chat with a friend, etc. before bed, but has him in his room and calm before going to sleep. In my opinion, 13 is still relatively young, they're just beginning to gain some responsibility and definitely still need boundaries.
Re: Bedtime for a 13 year old
I think the recommendation is around 8-9 hours of sleep per night for teens.

I didn't have one. I went to bed when I was tired and if I stayed up too late, I was sorry the next day.
I would say in bed to hang out, read, mess around and lights out at 9:30.
I never had a bedtime and that's about when I would hit the bed naturally when I was that age.
