We bought a shelf from IKEA that has eight 12x12 shelves in it. I found canvas (various colors) from cabinetmate (?) at target that are like 10x11. They fit in the spots great.

It was 2 years ago, but I picked up a few white wicker type baskets with fabric liners with a cute blue and brown patten from Michaels Craft store, they typically have them on sale at some point in the month.
Do you have a Homegoods or TJ Maxx by you? Those are great places for inexpensive baskets.
I wanted some specific colors, so I got mine from Landofnod.com. They were a little more expensive, but are really nice quality. They aren't too crazy.
Target has nice canvas ones and so does Home Depot. I wanted to use wicker baskets and got them at TJMaxx. They were significantly cheaper there than at any other store and I found a matching set of three. You could also try Marshalls if you don't have a TJMaxx near you.

If I remember correctly, Burlington, TJ Maxx and Marshall's all had pretty decent options too. Target also has similar ones, but I think they were more expensive.
I got Closet Maid Fabric Drawers. They have tons of colors. They're sold at Walmart, Target and on-line. I wouldn't pay more than $6 for each, that is what they go on sale for.
We needed baskets for our changing table, and I found these at target for 7 dollars each. 3 of them fit on the bottom shelf PERFECTLY. I was delighted! Now for the top shelf...
I got some really cute baskets at Michael's on clearance. Also try TJ Maxx/Ross/Marshall's if you have one near you. I've gotten some good ones there too.
ETA: I also picked up a few of the photo/recipe storage boxes from Michael's and I'm using them to store socks, bibs, and hats. I like that they have lids so I can stack them easily on a bookshelf or under the crib and they come in all sorts of patterns. They were on clearance last week for like $1.50 each or something like that. They would be good for storing baby girl headbands and bows too.
We found little rectangle fabric baskets in the Target dollar section. And we found these nice big fabric cube baskets at ikea for $5. They're nice and big so we only needed 2!
