As a side note DS hated sleeping flat when he was a newborn so I can see where the napper would come in handy. However we ended up getting the rock n play sleeper.

Honestly spending the extra money on a PnP with a napper seems kinda dumb. All you need is a simple one with a bassinet insert. Most of the "add ons" are kind of a waste. Changing tables can't be used very long either. So I'd go with the 1st one.
PNP for DS has all the extras and we used NONE of them.... He hated the bassinet (a friend of mine gave me hers) so we went to the PNP, where he slept in that bassinet insert thingy. NEver even used the napper.
They can definitely sleep safely without the napper... the one we registered for comes with one anyways so we'll use it, but I don't think it's necessary.
LO slept in the bassinet portion of the PnP for 2 mos. We also had the changer, which was great for middle of the night diaper changes for when she was in our room. So the napper would not be essential, IMO.
Our son slept in a regular pack n play. We had a Graco at home and a Chicco at my in-laws?. They both worked fine. But we had to get the MamaDoo Kids mattress topper for much needed extra comfort and support (the "mattress" in these products are hard!). It is firm but comfy and folds in 3 (as portable as the pack n play!). Good luck!

This is true. Although there are cautions against it, I highly recommended a padded mattress cover and sheet when using a PNP as a bed.
Re: Pack n Play/Portable nursery Q
Yes they can safely sleep in the first one.
