I drive a 1999 Ford vehicle. It was an old lady car with low mileage, and it's been a good car. The only problem is child seat tether anchors were not mandated until 2000. The anchor points are there, but there are no anchors. I'm taking it to the dealer Friday to have the anchor retrofit kit installed (which will make the vehicle able to accomodate a forward-facing car seat), and was under the impression it would cost a few hundred dollars. It's money well spent since it's a safety issue. I called the Ford customer care line this morning, and it turns out there is an old Ford program that is still active that will cover the cost. So, no cost to me. Yay!
Just wanted to mention it in case there are other mommas driving pre-2000 vehicles. If you need the retrofit anchors installed, and even if it's not a Ford, try calling the customer care line for your manufacturer to see if they have a similar program.
