I'm sure auntie can provide a thorough explanation. (sorry to put you on the spot auntie) but what I can tell you is that IT WORKS. It's very hard on the parent - especially if you're a bit on the overprotective side like I am. You're tempted often times to run in and 'rescue' them but you can't.
It is repetition and reward. Every successful attempt is celebrated - seriously, it's a party. And they do things over and over and over again.
It's worked wonders for DS. He's learned tons of things and is a completely different child from the one he was 9 months ago when he started.
