Honestly it really doesn't matter. I did DH's 40th the werkend afterand went over fine. Of course my mindset is one that dreads getting older and having the weekend before just makes it that much worse. And while i love throwing surprise parties for others i better not be the recipient of one next year.

Before. It'll be less expected that way, and on his actual birthday he won't be like hmmmm why is no one doing anything for me? - and get all suspicious/sorry for himself.
My sister and I threw a suprise party for our mom's 50th...we made it an extra suprise because we knew she was snooping for hints so we left them that it would be planned the weekend before and we snuck it in with DS1's 1st birthday...a month before. Man did we get her! My mother isn't easy to suprise.
I'd say the weekend before. However, if you normally do stuff for birthdays, he may suspect if it's the weekend before and there are no plans for his birthday (to his knowledge!)
