CRAZY NEIGHBORS AGAIN!

I probably seem like I have no life as I sit here and complain about my neighbors all day, but I just heard some crazy honking and looked out my window when it wouldn't stop. This time, the neighbors on the other side of us were letting their freaking six-year old "drive" the car (her sitting on dad's lap) through the parking lot, honking and laughing hysterically. This went on for at least five minutes. Seriously?
Dude... this is not your personal playground and I JUST got my two-year old down for a nap!
Sorry for the vent... I'm really getting nervous about living in this new place!

Oh, I third it! I know it's just the parking lot, but let's assume the 6-year-old didn't actually have control of the wheel, she's probably still supposed to be in the back seat in booster (at least in my state).
