Cute baby contests...have you ever entered?

I filled out all the necessary information on this contests website and it kept saying you can submit as many photos as you like. So I decided to submit 3 of my favorites of our son. So I uploaded each photo and wrote a little caption under the image. Well tell me why when I hit the submit button, it said I would have to pay $19.95 per photo that was being submitted! I was like huh? They claim the fee is for registration and other stuff.  Is this normal procedure for contests like this?

I didn't know if it was a scam or something. I mean Parents.com is a partner in this contest so it seems legit but thought it was odd to have to pay a fee to submit a photo for their contest!
