I'm considering buying a dresser off craigslist and adding a changing pad on top instead of buying a changing table. Have any of you done this? If so, are there limitations on the size and shape of the dresser? Obviously I would want it at normal changing table height so not super high or low, but anything else I should consider?

We have a dresser from IKEA that doubles as a changing table. Not sure if this is possible with buying a regular dresser, but one of the things I love about ours is that it has shelves too, for diaper/wipes storage, etc. Ours is pretty low to the ground (only two drawers) too.
I think the best thing to do would be to find a changing pad and get those measurements so you can see how big the surface on top of the dresser has to be. You might also want to consider someway to secure it to the dresser, because once your baby gets wiggly, it might cause the pad to slide around a bit.
We totally bought a regular dresser and used it as a changing table and now that LO is 3, it's a regular dresser with a fish tank on top!
Most of the changing pads have an attachement that you can snap or attach to the backside of the dresser to provide more stability/security. We did not use it, but it is there.
