DS1 will be 3 when DS2 needs to convert to a convertible car seat. I'd rather just switch DS2 into the current one we're using and get DS1 a new booster seat....
I'd prefer:
- LATCH system
- 30-100 pounds
-Safety Harness, if possible (not necessary as long as seatbelt guides are safe!)
-Cup holders
-Comfortable

You definitely need a seat with a harness (combination seat) because 4 is the bare minimum age for a child to use a belt positioning booster.
I would look at (in descending price order):
Britax Frontier: highest top harness slots on the market (20 inches) and becomes the tallest dedicated high back booster. Known for offering a very good seatbelt fit for most kids in most cars. Will easily get your child to a size that they no longer need a booster.
Recaro ProSport: second highest top harness slots (I believe it's 19 inches) and also becomes a high back booster. Also known for a very good seatbelt fit. You may eventually need a dedicated backless booster later.
Graco Nautilus: reasonably high top harness slots (18") and becomes both a high back and a backless booster, so it's the last seat your child will need. Spotty booster fit. Some kids fit great, others it positions the seatbelt over the soft tissue on the abdomen so they will have to buy a dedicated booster rather than using the graco.
Evenflo securekids 300/400: same top harness slots as the nautilus (18") and becomes a good high back booster. I don't know a ton about it.
Evenflo maestro: also 18" top harness slots. Becomes a high back booster, but is outgrown in booster mode shortly after the harness is outgrown for torso height, so you will need a dedicated booster later. Least expensive option and that plus a dedicated booster is still cheaper than the nautilus or securekids lines.
Avoid the cosco harness to booster at all costs. It has very low top harness slots and a deadly seatbelt position, so it's basically a useless seat.
