We tried at 7w and it was horrible. Waited another week and a half and it was still horrible, lol. I BFed and sex was very unpleasant for months, but that's not the case for everyone.
You should wait 6w for proper healing of the uterus. It has nothing to do with the c/s; there is a large open wound in your uterus where the placenta detached that needs to heal, and sex invites bacteria and infection.
I would think masturbation would be fine as long as you are not inserting anything.
Typically it is nothing can be inserted into your vagina (fingers, dildos, penises, tampons, whatever) for 6 weeks, or until you are cleared by your doctor.
Our ob recommended waiting 6 weeks "before inserting ANYTHING into the vagina."
We honestly waited, I think, about 4 or so weeks before trying sex, because I was healing very well- it worked, I suppose, but I was very dry (I'm guessing hormones?) and it was a little uncomfortable. It took several more weeks for things to feel more normal down there, so I don't know that the extra two weeks would have made a huge difference for me.
Same goes for the second half of your question. We waited until that first time having sex again to try for me to orgasm (external stimulation, nothing inserted), and did just fine. I don't see why you couldn't try earlier, as long as you're comfortable and not having pain. Just my opinion, though, definitely try to follow doc's orders better than I did!
DH and I made it 2 and a half weeks... but my bleeding has stopped and I felt completely comfortable, not pain or discomfort. We used lube and a condom, and while a bit dryer than I used to be, we had no issues.

I was told not to stick anything inside until 6 weeks after. Umm...we had sex at like 3 weeks...very VERY gently of course...but then I got super sore. We didn't do that again for awhile.
We waited the 6 weeks. I was told that if your cervix opens up when you are in labor, and no matter if you have a vaginal or c-section birth the cervix still needs to close up. So, putting anything up there can cause an infection if it is not closed. i guess 6 weeks is the standard.
