At 22 months I would get the glider board and/or second seat for the city select. You will need a double for amusement parks, zoo, walks, the mall (depending on how long you are there) or if you live in a "big" city.
My DD at that stage fought the stroller saying "walk" as soon as I tried to put her in there but she often got tired or couldn't keep up so she would go into the stroller after walking a bit with some snacks to keep her patient.

Mine are 22 months apart but I rarely used the stroller when I just had one. He was worn until 15-18 months and then walked on his own for most outings. But I have a super high energy guy. He can walk a few miles and still have energy. I always keep a carrier in the stroller so if I do need to wear one kid and put the other in the stroller I can. But I don't bring the stroller everywhere so my older one usually walks.
Mine are 18 months apart and I hardly use mine but it has been very helpful a handful of times. I normally wear the baby and the toddler rides but since I got our double used for $16 it's been worth it, if I had paid $100s it wouldn't be worth it.
Umm...if you have a city select why wouldn't you get another seat? You already have a "double". I have the CS and DS uses the stroller constantly. He never wants to walk and I wouldn't trust him to walk anyway as he likes to play "chase".
If you don't have the carseat attachment, you will need that if you plan on using it with the newbie. Depending when #2 outgrows the infant seat you may be able to just get away with the one seat and a glider board. DS outgrew his infant seat (due to length) at 5.5 months, DD might make it to 6 months. He was 29.5" at 6 months old and she was 25" at 3 months. We have both seats and the carseat attachment.
I wish we would've bought this stroller as our single with him but we didn't. We just bought this at the end of December.

I wouldn't get one, our kids were the same age difference-if I went out alone I would bring my carrier in case I needed it. If we went to the mall/zoo or something, DH would go and just push one of the strollers. (We had two)
On that note, DS never sat in the stroller unless it was an extreme situation. And at the zoo--we rented the little wagon things and that was so much easier.
Now that my kids are older, 2 and 4---we do not even have a stroller. They both can walk.
My kids are 18 months apart and we use our double all the time. I would get an extra seat for the City Select. I also wouldn't bother with the car seat adaptor. We have a City Mini double and I hated the adaptor. We used it once and tossed it. The seats recline to almost flat and it's much easier to put the baby in a reclined seat with an insert to cushion their head.
This will vary depending on the kids involved. I retired my double stroller before my older child's second birthday. I preferred to have him walk places on his own to burn energy vs pushing him in the stroller, and since he was a physical kid he could walk for a few hours without needing to be pushed around in a stroller. On the other hand, I have a friend with kids 2.5 years apart and she still uses her double a ton with her 4.5 year old and her 2 year old.
It's definitely a purchase I would make after baby arrives, though. You don't know how your daughter will be at that age yet. No point in buying something ahead of time that you never use.
