Cliff Fen Park has a lot of shade and the park is designed as a castle. I'm sure it's friendly enough for a toddler to play. The park is located off Cliff Road in Burnsville just a little ways past Northern Tools and the new Wal-Mart. I took my son here about a week ago and he loved the park - we were also the only people there at 9 am on a week day.
In Apple Valley we go to Kelley Park (off Galaxie Road behind the Home Depot) because there is both a playground AND a splash pad. Great park, but gets very busy.
