Ok ladies, I need help. I jsut found out on Friday that I am 3-4 weeks pregnant with my first child. A blood test was done on Saturday to check my hcg level and it was 39ml. I did another blood test today and the level stayed the same. Is that normal? I am totally stressing out.

In early pregnancy HCG levels should double every 48-72 hours to indicate a viable pregnancy. What did your OB say?

I would stop letting your MIL perform medical procedures on you, because it just seems to be borrowing trouble.
They're going to make you wait until 10 weeks even though your hcg isn't doubling? That doesn't make any sense. If I were you, I would call back and speak with a nurse to get some answers. I'm sorry you're going through this - maybe they just read the wrong number today and were looking at Saturday's number? It would be very unusual for it to be exactly the same on Saturday as it is today - normally it would either go up (good sign) or down (bad sign).
Edit: Nevermind, I just read that your MIL did it. Yeah, I think you should call your doctor and explain the situation and ask if they would be willing to order betas for you so you can see what's going on.

Yes, call them.
I would definitely call, be seen as soon as possible, and do not let your MIL or anyone else you know do any more of the tests on you. That can easily cause errors AND they really shouldn't be accessing your information or records because of the HUGE potential for HIPAA violations (depending on what the laws are in your state).
Your OB will probably either run more testing or do an early u/s to see what's going on. You probably shouldn't wait until 10 weeks if the pregnancy isn't viable because that can cause infections and other problems.
I'm so sorry you have to deal with this. I really just hope your MIL messed something up and your results are perfect.
