MHs parents have a cabin, and now that we only live 20 mins away, we are hoping to spend a lot of time there this summer. I was looking at life jackets and realized I have no idea what to look for! Do all toddler life jackets have the feature that rolls them to their back? Or should I be looking for a certain brand? Type?

We are using it again this summer since the weight limit is 30 pounds. I believe the feature that flips them over in the water is the back neck flap. If you are going to be in a large body of water like a lake, this is what you need.
Did you find one at Costco that fit C? I saw those at Costco as well but they all looked huge compared to O

Yes, any life jacket with the big flap behind the neck (you will also notice that there will be little to no floatation padding on the backside of the jacket) will roll your child on their back when in the water. It is wonderful except wen your LO is trying to wade in the water and the second they get up to their hips they topple over and are face up in the water
We were using them at a water park, but better safe than sorry!
Ultimately you are looking for something that says this "USCG approved type II" or type III (but I think that is larger sizes)
It's not horrible if she is underweight, the concern would be that it wouldn't fit properly and essentially be able to slip out of the jacket and drown, so if it's not a snug fit I would get a smaller one and save the bigger one for next year.... you can get one for $20.
