I was told to clean the umbilcal cord with rubbing alcohol at every diaper change. With DS1 they had me clean it only twice a day.
As for siblings holding the baby my DS1 is 4 and doesnt get to hold him much but has held him with us right next to him. He forgets rules very easy and we have to constantly remind him. I really don't care for any other children to hold him but havent had to deal with that as all our family lives far away.
We were told not to do anything to the cord and no submerged baths until it fell out. It fell out at 2 wks 1 day.
As for the kids I have a lot of nieces and nephews and they came over and visited, only if they were well. They had to wash their hands and could only touch her hands and feet...no face or head. They held her with our help and on a pillow on the couch. The age range was 5-10.

With all of my kids I was told to do nothing to the cord.
Ds #1 is 8 and holds lo all the time it is so sweet, ds #2 is 18 months and we are working on be gentle when touching lo. As far as cousins all of them all 6 have held him with help if they are young ranging in age 5-11. Oh yeah lo has been to ds school twice with no problems.
Also did nothing with the cord and it fell off 2.5 weeks with no issue. No baths before then.
My husband's niece and nephew are 13 and 9. They have held her a few times without issue. My nephew is 16 months and his parents (my brother and sil) aren't letting him touch his cousin until she is two months old as per their pediatrician. I would have no problem with him touching or giving the baby kisses if he is not outwardly sick but I respect they want to follow their pedi's suggestion.
I'm not hugely paranoid about germs and don't want to keep baby in a bubble. If anyone is symptomatically sick or feeling like they are coming down with something, they won't be holding my baby. But other than that, I have no qualms letting her get lovin's from her loved ones.

DD is almost 16. She holds him all the time.
