I could be wrong, but I thought I understood my chiro explaining it as stretching the round ligaments by pressing on them each for about 30 seconds or so. It seemed really simple but maybe he was doing something else; my LO turned head down by 30 weeks. He also does a sacral adjustment (lower back) and that may be part of it too. I tried to google it but couldn't find a clear description.
Mine adjusts my back (lower and upper) and my hips, and also tends to my overall spinal alignment. A Webster's certified chiro most likely has more than one technique that they will use to help a mom's body be aligned in a way that allows the baby to turn - I'm not sure you can compare what one chiro does to one body with what your friend's chiro is doing to hers. Not just because there are varied techniques but also because each body has different issues, points of concern, etc...

That may be all she needs though. I get my hips adjusted because one leg is shorter than the other and it causes my hips to rotate in a way that narrows my pelvis, that has nothing to do with turning a breech baby but improves my chances at a VBAC. Has she asked the chiro for an explanation of why s/he is doing what s/he is doing? They should tell her so she understands what the purpose is of her course of treatment.

For my VBAC prep I would get adjusted and she would work on round ligaments and my hip flexors. She would vigorously rub my hip flexors for 30 seconds, stop, and do it again. For the RL she would simply apply pressure and massage a bit. We were trying to open things up and correct an OP baby. I know for breech she would if she could gently try and coerce the baby to turn part way although nothing as aggressive as a external version.
I went a few times. They had me lay on my stomach and pull both legs up toward my butt to check alignment. I needed a sacral adjustment the first couple times but not the last two. She said that full adjustments are ill-advised for breech due to the fact that it triggers the fight or flight response. Then I flipped to my back and she would hold light pressure on the RL corresponding with the sacral adjustment for ninety seconds. The pressure was very light. She said it should only be as much pressure as you can comfortably but on your eyelid. That's it. I was extremely skeptical. I'm not sure if it was the Webster, moxi, swimming, inversion or just that my baby was ready but it worked.
