High pitched screaming?

Oh my gosh ds has started this ridiculous screaming. It's not that he's upset or cranky. He does it when he's really excited or tired, he'll scream, laugh and run around. I'm at a loss on what to do. I've tried redirecting or walking away and he just keeps doing it. It usually doesn't last very long but it feels like eternity.
 
Please someone tell me their lo did this and it is just a phase.

    Yes, we are there. Usually when she is very excited or if I try to force her to do something she doesn't want. For example today when she was running around upstairs being loud, while her baby sister was trying to sleep. And I needed her to finish her dinner, she would not go with me so I picked her up and she screamed until we got downstairs. A LOT OF FUN. I am trying to remain calm, it is hard.
