Shirt sizing - question

So, I found the shirt I want to buy Ty for his party (https://www.etsy.com/listing/96636711/the-very-hungry-caterpillar-personalized)

and I PMed the seller to ask a few questions, one of which about sizing and whether she knows if they run large or small.  Ty currently wears a 12-18 month from Gap/ON and will fit fine in them in June, however in Carters, Circo (Target), etc. he's in a 12-month and the 18 month still seems pretty big.  

Anyway, she sent me this size chart and said they seem to run true to size.

I measured some of Ty's shirts last night, and either I'm totally measuring wrong, or these seem really big?  What do you guys think?

    I cant see the size chart but I ordered Tatum a very similar shirt and it is 12months.  He is roughly 18-19 pounds and can still wear some 9 month clothes.  If the chart seems like they run big I would order the 12 month to be safe.

    I ordered shirts just like this from a different seller and the sizing chart seemed big as well. I ended up measuring one of their 9 month shirts that fit well & went from that. I ordered the 12-18 month t-shirt & the tag says 18 months. It fit them good enough to not look too big and bulky, but they will still be able to wear it for a while.
