Honestly, the way I see it, file now. Don't wait. I don't know your story but I have yet to hear one where waiting to get a CO in place was a good thing.

Mind if I ask the terms of your CO? I tried to do what you have done, and I have offered the county 'recommended' guidelines, but he will not stipulate unless I agree to overnight visits starting immediately. I think he knows he won't get it from a judge so he is trying to bully me into signing them over now. The county I am from doesn't even mention overnights until children are 3 years old, unless the non-custodial parent has been involved in their day to day care for some time, which he hasn't.
We have joint legal. I have sole physical. He gets 6 hours supervised at my house, then at six months if he has used that visitation for the prior 6 consecutive weeks it goes to 6 hours unsupervised. And if he uses that for 6 consecutive weeks leading up to his 1st birthday he gets one weekend night(24 hours) and 3 hours during the week. I have not filed for CS because I don't need it, but I have made it clear that if I ever should that I have that option and will put in the request.
By a year and a half I should be transferring schools to 4 hours away so we left it at that and will revise the visitation part a couple months before I move with LO.
That is way below the state recomendations, though. It really comes down to him not actually wanting the resposibility but his family would murder him if he bailed. He came once a week for the first three weeks for about an hour and then he got a new girlfriend so he has only seen M at his parents' house when I take M to visit them at his mother's request. I figure if nothing else he will have another set of loving grandparents.

File ASAP. There is usually a waiting list. Paternity can be established at court. With DD, I filed the Monday after I got home from the hospital. We went to court 16mos later. He was a no show, so he was made the father by default, and given the standard child support amount plus minimum back for the state (20% of net).
