This is a great question. My old OB (in FL) was concerned with anything over 140/90 (or anything over 140 on top or over 90 on the bottom). With my new OB (in RI) she said that I should keep track but it would have to be much higher than that for her to be concerned. This irked me because one of her colleagues told me to call right away if I got a reading of 140/90 or above.
At my appointment just yesterday my BP was 132/98 and my doctor has me doing a 24 hour urine catch that I have to have in tomorrow along with blood work. Last week I was 118/80--amazing what a difference a week can make. My doctor did say it was the bottom numer she was concerned with, hence the further testing.
