At my last WIC appointment, they told me that DD needs to be started on a sippy cup. We have two of them but she refuses to use them. She does chew on them though (hard spouts). DB and I went and bought the NUK Learner Cups which have the spout on the side, but they are still the silicone nipples. DD took to them IMMEDIATELY. Do they still count as "sippy" cups even though they aren't hard spouts? I don't want to go back to WIC and get yelled at LOL

This! Or just say, "We've been working on it. She's doing well." I mean how are the WIC people ever going to find out that she's not doing well with it?
My LO will drink from most sippy cups but the 2 she really likes are the NUBY ones with the straw sippers...it's basically a glorified bottle. Whatever...honestly I couldn't careless about what kind of sippy cups she prefers. I mean they all learn to drink out of a regular glass at somepoint!
Yes I agree with all of this. They'll have no idea, and you are doing your best to get her to use them. At this point, as long is she is drinking, it is really NBD. It isn't like she'll be taking her bottle to high school with her
FWIW, my DD will not do anything with her sippy except bang it against her high chair.
WIC also monitors milestones and such. It's part of their service and you have to participate in it to utilize their resources.
It has good intentions. But, like the poster below, not every baby is ready at that time.

Yeah this too. I've worked with the WIC program in college and there is a lot they're required to say. Not to make you feel bad/nervous/your baby is behind but more so from an education/PSA standpoint. I'm not trying to generalize here so please don't take it that way, but they have to as there are some parents on WIC that really truly don't know what their kid is supposed to be doing at this point nor will they encourage the milestones...so the WIC people kind of "push" them along.
