I just got some undies at Children's place and they seem like they will work and not break the bank. I washed and dried them hot. They are still a bit big but no where near as big as the the Wal-Mart undies in the same size. I know someone mentioned Hanes at Target but I wasn't able to find any. DD is a little over 23 lbs and wears 12 month shorts

LO just found a bunch of the clothes she outgrew and tried on a pair of 6-9 month pants. They actually fit her because she doesn't have a diaper on. They are even long enough! She is still wearing all her shorts from last year, which are all 6-12 or 12-18 months.
If you can sew at all, there is a really great (and very simple) pattern you can get at https://fishsticksdesigns.com/ and you can make them as small as you like.
My son is also wearing 12 pants still and the 18 month size on this pattern works great. I've been using some of his old baby onesies to make him cute little boxer briefs for him :-)
