I'm not sure about the bumbo, but the jumperoo we have recommends 4 months and up. That being said, I use both for limited amounts of time with direct supervision. DD has total head and neck control and can support herself in both. She really likes them so I see no harm in having her in them earlier than what is recommended.
I think a lot of it depends on the individual baby. If you try it and your baby likes it, then rock on.
When they can hold their head. I put DD in her bumbo on the couch and put a blanket behind her head for support. I think she could do better if she wasn't so tall. The back of the bumbo is below her shoulders.
I've heard 4 months is the average age. That said, my H put DS in the bumbo this morning (3 months 3 days), and he seemed to like it and had no issues.

My DD is 12 weeks today and we tried her out in the jumperoo last night. She has strong neck control and can sit with her Boppy for at least 10 minutes without starting to do a massive ooze in either direction, but she's still not totally ready for the jumperoo. She leans way forward no matter how much I try to help her sit up straighter, and when she kicks to bounce, her stomach muscles aren't strong enough and she wobbles in a circular motion all around the seat area. However, she totally loves the bouncing sensation so I'll probably let her do it a little bit each day to help her build those muscles and watch her closely.
We've been using the Bumbo for a couple weeks now. DS was always trying to sit up when we held his hands while he was laying down, and he's held his head up since day 1. He expressed interest so we tried it and he loves it!
We actually just bought our jumperoo and even though he can't really JUMP yet, he bounces around a little bit and plays with the little toys.

We've been using the Bumbo from 5 weeks which is when we got it. The seat does most of the holding up, so just good neck control and spervision too make sure LO doesn't lean/ slide one leg out too far.
I got a jumperoo last week and LO is still too small, but I pack a blanket in the seat behind her so she can reach the toys (because she can't quite reach the ground yet even with a book) and she loves it. She gets such a serious look on her face trying to work the toys.
I think about three months would probably be the youngest - but it really depends.
Does your baby have control of his/her neck and how are their core muscles. Obviously they arent going to be 100% yet but if they are still "mushy" then I wouldnt try it.
Once your LO seems to have a bit of control over his/her movements/neck/head/back then you can try your LO in the Bumbo/Jumperoo and if they like it cool and if they dont then try again.
And a hit for the jumperoo - my LOs feet dont touch the floor even though I have it as low as it will go... put a pillow or blankets or something under their feet this way they are not dangling and they feel a little more secure and then it wont mess with thier hips as much.
We started both a two months. He has a very strong neck in the begining it was for shorter periods of time then now but now he is 3.5 months and he sits in there just fine for tweenty min. He started playing with his toys on the jumperoo four days aftehe first sat in there. Thank god I have video of it.
