With baby #2 on the way, we are renovating our third floor attic bedroom to make it a little nicer and more childproof. One of the kids will use it, but we're not sure which one.
The door is at the bottom of the staircase, and after walking up the flight of stairs, you're right in the bedroom. There is a safe railing all around the perimeter, and we will add a baby gate. My fear is if a little one ever tried to climb over the railing, they would go right down and be a goner. I think this is pretty unlikely though, right?
I would prefer to have DS1 use this bedroom, because we can do the whole "big boy room" thing, and then our newborn can just slip into DS's ready to go current nursery.
I would probably get a sturdy, cheaper crib to put in the attic bedroom for awhile- because DS1 hasn't tried to climb out and he seems pretty happy with his crib. So, he will be contained for the time being. But, once he goes into a real bed- and can roam this room- this is where I get nervous with the stairs.
I realize most toddlers don't have stairs right in their bedrooms. But, my other option is to put our newborn in there, and that's going to mean me and DH going up and down another flight of stairs ALOT until the baby sleeps through the night.

I would think with a good baby gate you should be fine. I would actually have the baby gate on more for the "wakes up at night and stumbles looking for the bathroom" aspect (once he's PTed) than for the times that he's actively trying to get out of the room.
The other thought is that maybe they can share a room for a while until he's older and more comfortable on stairs. My two have shared a room since the second one was born (out of necessity) and that has been fine. It took less than a week for them to adjust to each other's sleep noises and not wake each other up.
