Cliffs Notes version: American citizen living in Israel uses DS for IVF, yet the twins that are born from this are not US citizens.
How?
Sidebar: Before DH was a US citizen, if we would've had kids outside of the US they still would've been considered US citizens since I birthed them so long as I did the proper paperwork which this woman was doing. Is DS different somehow? Weird.

Being abroad this is particularly interesting to me. I think the most frustrating aspect is that US citizenship can basically be bought, but since she didn't have her girls in the US there's an issue. I'm curious why they pried so much since from what I read she's listed as the mother on the birth certificate.
It's no one's business at the consulate or otherwise if she had DS or DE.

There are even L&D "vacations" where families that can afford to shell out $20,000 can have their babies in posh hospitals.

This exactly! If she carried the baby it should not matter. I know for Gestational Surrogacy in most other countries there has to have a genetic link to at least one of the parents to transmit citizenship.
