Adoption Credit Changes/ ?s

We currently have placement of a 5 mo old baby boy, and are looking to adopt his 2 older sisters as well.  Adoption might take place this year, but might not be until 2013. 

Does anyone have info on the Adoption tax credit and the changes that are coming or know where I can find good info?  I am trying to understand how it will change.
