I say silly question because in the scheme of things this doesn't really matter.
But a photographer friend offered to do newborn portraits of the twins. If they don't get out of the NICU until their due date they'll be about 2 months old. If she takes the pictures after that is it too late to send out announcements? I'm guessing they'll be almost 3 months. I didn't send any for DD but would like to this time. Is it strange to send them that late? or who cares just show off those babies whenever you want?

This isn't a silly question at all. We actually had my photographer friend come to the NICU to take pictures after DD was stable enough for that. I treasure those pictures now. But I couldn't emotionally do birth annoucements until she was home so mine included the pictures from the NICU and said her name, birth stats and "welcomed home on" and stats. Shew as 3 months old before they went out and it worked great.
Other moms have said they enjoyed addressing the announcements in the NICU because it gave them something to do and felt like a "normal" parent thing. So basically, do what feels right to you. There are some other people's stories on the FAQ tab on the preemie blog too.

What I did is send the announcement as a "celebration" of his homecoming!
So I sent it after he came home (3 weeks after his due date) with a recent picture. I included his "birth" and "home" stats! It was perfect I thought.
It definitely won't be too late! I'm a newborn photographer and you wouldn't believe how many of my clients send announcements when their LO's are three months old (and those are full-term babies!).
I'm definitely waiting until Jack is home. For one thing, he still has his feeding tube in. I want to photograph him without the tube and all the monitoring wires. I'm definitely taking a zillion photos of him while he's in the NICU, but for the announcement, I want him to look like he "really" looks.
I'm going to include two sets of birth stats... his true birth stats (weight, length etc.), and next to it his homecoming stats (or maybe I'll call it his measurements at full term -- 40 weeks which will be May 3). For instance, he was only 14.5 inches at birth, but he's already 19.3 inches as of tonight (and he's not even 37 weeks -- that's pretty good, isn't it?).
My announcement is going to have a little blurb called "The Story of Jack"... because we went through SOOO much to get our little miracle (multiple miscarriages, cancer, old age -- ROFL!) to get him. I want everyone to appreciate him the way we do!!
