Dd is potty trained now and while buying her summer dresses, I wonder what your girls wear under their dresses? I don't want her flashing her panties to everyone but a diaper cover would probably be bulky. Shorts? Just underwear?
We just do pj shorts from the summer prior usually (they are a little tighter than what they currently would be wearing). Something like short bike shorts. Not sure if that is what others would use, but it works for us.
DD wears size 24 month (so they're short and more fitted) gym shorts - like from Old Navy, Walmart, etc. Also have a couple pair of short bike shorts from Gymboree. When she wears a jean skirt I put a navy diaper cover on her (the kind that come with some dresses). Also, for preschool I don't put anything under her dresses (most parents don't - I asked her teachers) so it's easier for her to go to the bathroom - the kids there are used to seeing each other half clothed anyway!

Bike shorts. She can pull them up and down at school as easily as the leggings/pants she wears in the winter and they cover her up when she's sitting crossed legged or playing around. I get a few colors and she wears them under all dresses in the summer.
When she's going to school, she wears little shorts that they sell at Target and TCP. The rest of the time, she just wears underwear under her dresses.
For dresses I will do bike shorts or capris. Mainly in the spring though when it isn't super hot yet. Unless it is a shorter dress I don't worry about it. For skirts I always try to buy ones with the shorts built in. Old Navy and Carters had a bunch that I just bouth. To me those are the easiest.
I put gymboree bike shorts on them if they are going to preschool, riding their bikes, or going to a playground type setting. Otherwise, it's just underwear.
I am probably the minority, but even I don't wear dresses without something else under them. It's just uncomfortable for me, so I wear leggings under dresses in the summer.
I do the same thing with DD, I find leggings (or for shorter skirts/dresses I use bike shorts) and if they are full length, we roll them up to just under her knee.
Most of her summr dresses came with matching underpanties, or she wore tights or leggings, or they had a little sewn-in shorts piece. Today, DD has on a skirt without anything matching or attached and she hasn't flashed anyone.

My DD is 6.5 and she loves dresses. She is in 1st grade and plays out a recess; I find it necessary for her to wear bike shorts, gym shorts or leggings under her dresses. She is wearing bike shorts and a twirly dress from HA today.
Old Navy sells tight small shorts that are design to be worn under dresses and skirts - I just bought each of my girls 3 pairs. Otherwise, they just wear basic shorts underneath. Biker short styles or the tight ones work great. I look for a lot of the skirts that have shorts built right in although a lot of them in the bigger kid sizes (not toddler) do not come with the shorts anymore which I hate.
