I would let DD either have a whole apple, since she couldn't bite off big pieces, or I would slice them for her straight up and down and thin like disks. I still do it, although I let her have apple slices, too- she just eats the inside and leaves the peel alone.
I really am not that paranoid about food. Apples are the only thing that I really worry about for some odd reason. And when I gave them to DS today and was cutting them super small (must be the turkey and Jesus in me, it reminded me of all of the ridiculous grape talk. But a turkey? And Jesus? Whatev....
If I give them in slices, I core it and slice the apple into 8ths.
But sometimes we'll just start an apple for them by taking a small bite out and hand it over.
Then they battle for it. It's like American Gladiators with fruit.

If they're not crisp, like the crap we have around here lately, I peel them because I know I choke on the limp skins and have far more teeth than her. She prefers to eat them whole, but makes a huge mess with it. If we're outside I'm more likely to give it to her that way, mostly I peel and use the corer/slicer thing.
I peel them and usually slice into fairly big slices. He can eat it with peel and unsliced, but he makes a big mess and takes bites out of the core. ::vom:: I didn't read the great grape debate, but just ftr, I do not cut grapes.

I have an apple peeler and corer so it makes the apple slices pretty easy to eat. But sometimes DD wants to eat the apple whole so I let her. She gets about 3 bites in and she's over it. She spits the peel out.
