I never hit it with DS (gained 12 lbs and he was 10 lbs, technically was still down 4 lbs pre-preg/IF weight but I did count the weight I gained), I will never hit it with this LO I lost 16 lbs and gained 3 lbs back. OB only wanted me to gain 15 lbs with both pregnancies since I'm a bigger gal.

It just depends on where you start out. I am tall but considered slightly obese for my height. So, because of that I was to gain 15 to 25 pounds total. I am at 10 pounds gained and now on a GD diet so I doubt I will gain much more in the next 8 1/2 weeks before my RCS. I seem to be holding steady for the last month. Not a pound gained.
It all depends on where you start out. If you are overweight to start with it will probably take longer. I was underweight starting out so I hit 20 lbs at about20/25 weeks.

I think I hit the 20-pound weight gain mark at about 28 weeks or so, so I think you're pretty much on the right track.
Here's something to look forward to- after about 36 weeks or so, most women stop gaining weight and some women actually even lose a couple of pounds before delivery, so you'll probably be right on target in the 25-to-35 pound weight gain range when you go into labor.
I'm not sure what the average time is, or if there is one, as every woman and every pregnancy is different. But with me, I know I had hit it at my last appointment which was at 28 weeks. I thought I would gain it sooner, as I'm always hungry and feel like I'm eating all the time. I have had some people tell me I look "tiny" for 31 weeks and others who say I'm "huge". So I don't know what's average for me anymore.
You ladies make me feel like a fatty, lol. I started off really small but I'm going to be one of those that gains about 45lbs. I think I'd gained 20 lbs by about 20 weeks.
