DD will be two in a half when they're here. Since we will most likely not be going a lot of places in the beginning I was going to get the double snap n go used from a friend. I was thinking by the time we need another stroller DD will be almost 3 so will I really need a place for her on the stroller with the twins? I could always just buy a buggy board? I also wanted to ask you what's the lightest and most reasonably priced double stroller out there? Do most strollers and buggy boards fit together?

With doubles, I think you can usually get 2 of the 3 of cheap, light and good. You can get cheap, light strollers, but they're not the best, or you can get good, light strollers, but they're not cheap. And I'm not even sure a buggy board would work with a cheap double umbrella.
I'd suggest using the DSNG for a bit and giving yourself time to figure out what you like/want/need in a stroller. I discovered I liked having a tandem with a larger basket so I got the BJCS. I also have a Combi SBS as my lightweight stroller, and a BJ City Series as an all terrain SBS. Since doubles are, in general, heavier than singles, it's hard to have an all-purpose stroller like you can do with a singleton. Also twins usually stay in strollers longer, because of the running in two directions factor, so it's important to have a good stroller so you can get out alone.
my favorite stroller of them all (i have owned many) is the BJ City Select. Love it - and have a buggy board on back for DS1.
When the twins were infants and I needed to go out with all 3 (i did it often... don't assume you won't go places... you'll go crazy stuck at home every day) I took them all out in the Valco Trimode Twin + toddler seat, which is THE stroller to have if you have toddler + twins. Valco is about to launch a new stroller that has a 3rd seat, but the 3rd seat isn't avail yet (i think this summer)... and i forget the name... should be on their website or FB page.
i woudln't use a buggy board until 3yo... that is when our DS was finally able to be trusted on one.
