LO likes his pacifier to calm him down. When he sucks on his fists he gets super frustrated because he's still learning to control his hands and they keep flying out of his mouth. So I let him gnaw on them a little bit till he gets frustrated (because eventually, I'd rather have him learning to suck on his fist or fingers so I don't have to deal with the pacifier), then give him his pacifier and he calms down right away. Problem is, I can't get him to hold it in himself. He can only keep it in about 10-15 seconds.
Sometimes he just gets distracted by something and stops sucking, so it pops out of his mouth. Sometimes he simply can't keep it in. Either way, he gets mad when it pops out of his mouth. He still wants it, because he's making sucking motions with his mouth and takes it very eagerly when I put it back in.
I feel at this point he should be able to keep it in himself if he's going to. Are there some babies that just can't hold it in themselves? Am I doomed to holding it in for him all the time?

You need a wubanub. The best place to find them is on amazon.com. It's the most important buy we've made for baby.
This... I am still always having to stick it back in.
It'll be a few months before your LO will have the muscle control to really hold onto anything consciously let alone pick up something and put it somewhere specifically!
Try a different shape of paci.. We use a nuk and it's easier for DS than the Soothie he started out with.
