Running around/bad transitions- any suggestions

We are really struggling with DD and transitions between activities. Especially getting dressed, going down for nap, and getting ready for bed. She will be very calm and acting sleepy but as soon as we go to her room she starts running around, climbing on her bed, etc. Since I hit 3rd tri it has become pretty difficult for me to handle this by physically carrying her where I want her and I don't really think it is a good solution anyway. We do warn her ("We need to go get dressed in 5 min", etc) We have tried ignoring it/leaving the room and saying we will come back when she is ready. We have also tried consequences (no time for bedtime books if you spend all the time running around). She just seems to get worse and worse instead of better and now other transitions (like sitting down to meals) are starting to be a problem too. Any suggestions?
