I was thinking of putting balloons along the walkway (like this: https://pinterest.com/pin/140737557074806089/) for my kid's birthday party. Where's the best place to get a large number of inflated balloons? Party City? HEB? Do you think it'd be cheaper to buy the helium tank and do it myself?

Good tip on T arget. I think the ones I saw at H obby L obby were closer to $40, but they might have been larger.
Make sure nobody coming has a latex allergy. My step-mom has highly sensitive to all forms of latex and walking through that would send her into anaphylactic shock. We only have a few mylar balloons at the girls parties.
The balloons and tanks you get yourself do not stay around as long as the kind from the store. And you'll have to do it just before the party. Unless you have a dedicated person who can do this, I'm sure your time would be better spent inside preparing for the rest of the event. If it's even a little hot outside, the balloons could explode from the helium expanding in the heat. If it's too cool, they may sink faster too. Windy... gauntlet of balloons. I know, I'm sucking all the fun out of it. But I just see too many downsides.
I'll add that both my kids would freak their freak if they couldn't have one of the balloons like right then and there.
