If she will be going far, I can see needing a place for the 4 year old to sit. For a short walk, they could probably ride a bike, but I find that my 4 year old slows us down, so when you're trying to Power walk, not the best option.
I have the Joovy Big Caboose Stand On Tandem Triple Stroller. My 1 year old twins have the seats, and my 4 year has the option of sitting on the little seat or standing in the back. It's pretty heavy with all three kids in it though, so I don't know if it would be best for around the neighborhood (at least not in mine, which has hills and curves, so it would be hard to steer). It's great for the mall, etc. My 4 year old loves to ride with her baby sisters, and I like it because I can keep tabs in her easily.
I think her best bet for exercise walking would definately be a triple jogging stroller. Hopefully some of the triple moms can give some insight on which brands are best.

if it's just for walks she could get a triple jogger- likely could find one at a good price on CL.
but otherwise i'd just add a ride on board to the back of a good double... a 4yo doesn't need to be in a stroller.
