It doesn't have to be snug, but it does have to at least completely cover the absorbant material. If it slides down or shifts too much it's not going to work.
As long as she's not swimming in it she should be fine. I actually prefer a little extra room so I can stuff more if needed.
I found it was always better to be bigger than smaller... DS always had his PF or fitted diapers sticking out the leg holes or out the back, which would then leech onto his clothes.
You'll find they'll last quite a while... just be careful about keeping them out of the washer >_> DS decided to put a pair of his into the hamper, and I washed them...they don't fit anymore =(
