So I spoke with the second director at pick up today and am much more satisfied with that conversation. She said that it's up to me, basically, but she thinks that sticking with the older class would be better. Basically she said that Charlie is sweet as pie at school, with no behavior issues at all. He is advanced verbally and on track socially. He learns quickly. The younger twos will work on the same curriculum, but more slowly, and the kids will be a good 6 months younger than him at least. Some might not be talking yet.
So I'm torn. I do think that socially he will benefit more from sticking with his age group. Also his current teacher has said all year that this is a really "easy" class that seems to have a great dynamic. Maybe the issues with the older twos teacher will die down when she gets this class.
Also I kind of don't want to rock the boat, which is probably dumb. So yeah, I'm not sure what we're going to do, but I'm very happy that it's up to me. Registration is coming up so I think I'm going to peek into the younger twos class a few times and see what they're all about.

I would wait to see what the director decides to do, then probably talk to the director again (or the other director) about your concerns with the teacher and give specific examples of what you don't think is appropriate. If they don't seem to be willing to address the issue, I would look elsewhere.

I agree with PP about citing specific examples, etc when raising concerns, but I would not wait to explore other options.
This exactly. If I wasn't comfortable with DSs teacher and the director didn't listen and get him in another class, I would be pulling him out and finding another preschool. This isn't public school, you're PAYING them, if it's not everything you thought it would be I would find a place that is.
I have a similar situation going on, but it's with another student, not the teacher really.
