We are deciding about strollers. We will use it a lot, and are hoping to buy used. I wonder, if we are going to walk around Lady Bird Lake, do we need something like the Bob? Or would Uppa Baby Vista or Bugaboo do it?

I've used a bugaboo and a bob on the trail. The Bob is definitely sturdier for regular use.
I usually put DD in a carrier for our walks, but the few times I've had her in a stroller at Lady Bird I just used our regular stroller. The trails are so smooth and relatively straight, unless you're running I wouldn't worry about buying something special just for that - though a single front wheel would be helpful.
I absolutely LOVE my Bob. I've had Babytrend, which was just okay for me, Bumbleride is a smooth ride, but definitely a lot harder to push, so the Bob takes the cake for me. Wish I had gotten it a lot sooner!
I don't do a whole lot of jogging with it yet, but we do 3 mile walks several times a week with it and it's glorious.
I absolutely love our BOB. I jog with it all the time, though. If I weren't a jogger I might have looked at other strollers because the BOB is huge and heavy. I don't really know anything about the other two strollers you mentioned, but I also have a Maclaren and have taken both that and the BOB on the hike and bike trail, and the BOB is waaaaaaaay easier to push on the gravel trail. So I would definitely recommend something with tires for that.

It's one step beyond the baby jogger city mini, and has the same one-handed fold, but stops short of being a full-on jogging stroller - not as heavy, although it has tires and a third wheel. We love it for just the sort of activities you mentioned, and it does so well on uneven terrain. We'll probably pick up an umbrella stroller soon for things like trips to the mall, but the city elite continues to serve us well for all things outdoors.
We have an UBV. I love it but really only use it on paved roads/sidewalks. It's not the best stroller for gravel/uneven terrain. Pretty bumpy and harder to steer. Every once and awhile it would be ok but if you are planning to use the stroller a lot on uneven surfaces I would look for something else.

we have a single and double bob. love em. and they have great resale as opposed to buying some other strollers. so even if you spend alot, you know someone will buy it...

We have the City Elite too and it is a great outdoor stroller. We debated between this one and the BOB but after reading reviews forever I went with the Elite. It has a massive sunshade. That was a really big selling point for me. I can put my 2 year old in it in full sun and the only exposed parts are his feet and ankles. Really smooth and easy to push on gravel and rough terrain.

We have the Baby Jogger City Select. It isn't a jogging stroller, but it works pretty well on semi-rough terrain, and it's very sturdy and handles well.
I'd use a jogging stroller on any surface that isn't smooth like concrete. We bought a cheap Jeep stroller on Craigslist and it's been great for rough terrain.
We use our Bugaboo on Lady Bird trail all the time and it handles it perfectly fine. We don't run with it though, just leisure walk.. We moved here from Chicago where Bugaboo was more useful in the city but we still love using it here.
