I don't know if this helps but, my DD is really into princesses, so once I told her that princesses don't do things like that, it really minimized it (her finger still gravitates to that area at times, but with a quick reminder she pulls it away). Good luck!
I offer a kleenex and the kid usually gets mad/embarrassed. Although this is with elementary students. It kind of works for ds. If it doesn't work, I insist he use a kleenex (I figure picking with a kleenex is better than his finger).

When I'd try to get her to stop, she'd laugh and stick a finger up each nostril That happened at a party and she got tons of laughs, which didn't help. So I stopped trying for now.
I just tell mine that it is nasty. The real kicker is that this weekend, he did it - then held it out to us and said "I got a booger...I eat it." BLECH! He must have picked that up from school or something! I told him that it would give him a tummy ache, and finally he's stopped doing it. Now he'll still pick them but he will bring it to me to put in the trash.
However, if I don't grab it quick enough he just wipes it on my pants. Awesome.

When we do, DS will pick more. As we ignore the behavior, it has become less and less a common occurrance over time.
Def ignore the behavior or offer a tissue.
