Party Invites RSVP issue

Celyn response below makes me think something, and i may have been a bad party responder.

If Lexi recieves an invitation to a party, should i RSVP either way or only if we are going?

We have only responded if we were going to go, versus saying we cant go. But now im wondering if i should respond either way?
