Alternative suggestions - number shaped cookies (they sell number cutters).
If you're really ambitious you could get a mini loaf pan (rectangles) and bake mini cakes then cut them into ones. Frosting would be a major pain in the a$$ though (as would if you found 1 shaped tins) - unless you have really really dense cake or really watery frosting the cake will fall apart.
Would you frost all the way around each one? Seems like they'd be kind of ugly on the sides since there'd be no way to use a wrapper.
ETA: I totally don't mean it's a stupid idea, I just can't picture how it would work.

It would work, but I would seriously take the easy cupcake route and lay them out in the shape of a one. Making toppers would be super easy.
