Our vacation theme has not been decided yet and they are looking for ideas. Family friendly and one that lends itself to group costumes and foods that can go along w/ theme.
Past years have included:

Red Carpet
Olympics
Tailgate (concert, sport, etc)
Countries (real or imaginary)
Woodstock

the 80s (or some other decade- that one is just my fave ;P)
Rock and Roll- or some other form of music
Children's Books (or fairytales as Rosie suggested)
Cartoon characters (smurfs, spongebob, rainbow brite, strawberry shortcake, etc)

Do you mean themes that you incorporate into your vacation? Or do you pick a theme and try to make a vacation based on that? Please elaborate!
Without really understanding at all, I will offer the following:
Pioneers! (The West)
Pre-Colombus American Culture! (New Mexico/Arizona)
Colonial America! (New England)
Castles! (if you have the money)
Wow, that's hard.
Is there a reject list of years past? There may be good ideas there.
Is there a dominant sport the family likes? Maybe a football or baseball theme? Sports theme in general- hockey, football, soccer, etc.
Pirates! Arrr! Who doens't like grog?
Any of the "year" themes. 50's, 70's,
Maybe a random holiday? Easter, New Years 1999

these are all great and will be taken to the committee (which is just two women, but whatev).
Blue- my family goes on vacation each year w/ DH's extended family and friends. It's a week long trip in the mountains of NY and there's a theme night while there. Each family dresses up together and, with coordinating drinks and appetizers, we converge in the common area around happy hour (which starts at about 2 while we're there). Good times.
Your favorite awards show (real or fictional)--everyone can dress up as either the recipients, the award itself, the announcers, the performers... It's endless!
I think the 80s idea is a little limiting. I mean, how many people in neon, leg warmers and big hair can you stand? I think the decades would be a better theme if you went that way.

but that is only is you think that literal. You wouldn't have to dress up like a person from the 80s necessarily. You could go as a TV show, movie, song, or something from 80s pop-culture.

Vegas Theme (Poker Dealers, Showgirls[family appropriate kind], etc.)
